Our Mission

The mission of the SCARNG Safety and Occupational Health Office is to preserve the war fighting capabilities of the South Carolina Army National Guard and to augment the force by providing a safe and healthy environment for our personnel whether on or off duty.

The Safety Office of the SCARNG is tasked with assuring, to the greatest degree possible, the safety of SCARNG personnel. The Safety Office is concerned with the broadest range of activities, from individual to full-scale, from off-duty to on-duty, from home station to tactical operations, from buildings and grounds to military operations including orders and through execution.



1. Continue to incorporate aspects of safety and occupational health into the culture of the South Carolina Army National Guard.

1.1 Intensify the awareness of the significance of safety and occupational health.
1.2 Ensure leader and individual responsibilities pertaining to safety and occupational health are properly defined.

2. Ensure systematic management of risk.

2.1 Ensure prompt identification and remedy and/or abatement of hazards.
2.2 Increase accurate and timely reporting of all accidents.
2.3 Incorporate Composite Risk Management into day-to-day operations.

3. Reduce accident rates.

3.1 Develop programs/training that supports the reduction of accidents.
3.2 Evaluate accidents and injuries in an effort to determine trends and casual factors and to develop countermeasures

1. Completion of mandatory OSHA training for all employees, supervisors, and managers.

1.1 This training will consist of classroom training by qualified instructors as well as online courses offered by the U.S. Army Combat Readiness Center Combat Readiness University (CRC) website at https://safetylms.army.mil.

2. Commanders will continue to complete the online Commander’s Safety Course at https://safetylms.army.mil prior to assumption of command.

2.1 Certificates of course completion will be submitted through channels to J-1.

3. Additional Duty Safety Officer Course will be completed within 90 days of appointment for those officers and/or NCOs that are appointed as Safety Officers/NCOs. This required training may be completed through classroom training by an approved source or through online courses available at https://safetylms.army.mil.

3.1 Certificates of course completion will be submitted through channels to the MSC Command.

4. Completion of unit Army Readiness Assessment Program (ARAP).

4.1 All commanders at the battalion level will complete the ARAP online training available at https://crc.army.mil. The website describes specific requirements and timelines for these commanders.
4.2 Commanders at the battalion level will complete ARAP within 90 days of assumption of command.

5. Incorporate safety into every leader’s performance appraisal, OER, or NCOER.

6. Require and actively participate in Safety Councils and Committees as well as other safety activities.

7. Provide a safe and healthy work environment.

7.1 All hazards will be reported to the Safety Office in a timely manner. A courtesy copy of all work requests regarding safety or health related issues will be forwarded to the Safety Office.

8. Precise and timely reporting of all accidents, mishaps, and injuries reduces the overall accident rate by allowing causes to be reviewed and trends to be interpreted.

8.1 All units will report all accidents, incidents and mishaps involving AMV, GSA fleet vehicles, POVs, and POMs and all injuries through command channels to the JOC/Staff Duty Officer (who will notify State Safety) immediately.

9. Completion of Composite Risk Management training by all Soldiers and civilians.

9.1 All Soldiers and civilian employees will complete the Composite Risk Management Basic Course at https://safetylms.army.mil. Successful completion of a train-the-trainer course taught by or supported by CRC will also be accepted. In addition, training received by new recruits at AIT will also be accepted.

10. Driving as a life skill.

10.1 All Service Members (SM) and civilian employees who drive military vehicles or GSA vehicles will complete the Army Accident Avoidance Course (AAC). Those SMs who have already completed the ARNG Defensive Driving Course (DDC) satisfy the requirement. Either of the two courses is valid for four years. The AAC is now the only acceptable course. A copy of the AAC certificate will be forwarded to the unit Driver Licensing and Testing Officer in order to be included in the operator’s driver’s license record.
10.2 All drivers under the age of 26 will complete the classroom training on Army Traffic Safety. All SMs under the age of 26 who attend AIT on or after 1 June 2006 will receive this training during AIT. The SCARNG will provide this training for those SMs who did not receive this training prior to reaching age 26. Also, NGB will provide the State Safety Office with an information DVD and training will be scheduled. Local driving hazard training will be provided to units by the State Safety Office.
10.3 Motorcycle operators will complete an approved motorcycle safety training course such as the Motorcycle Safety Foundation (MSF). Operaters will also comply with Personal Protective Equipment (PPE) requirements (DOT approved helmet at all times with a full face shield or goggles, long sleeve shirt, long-leg pants, sturdy over-the-ankle footwear, full finger gloves, and a reflective vest or belt).
10.4 Army Safety Management Information System-2 (ASMIS-2) POV Risk Assessment Tool is required for all AGR SMs for all trips outside the local area (150 miles or 2 hours of driving one-way) when going on leave, pass, or TDY. IDT SMs and Technicians are strongly encouraged to utilize this tool to enforce safe POV travel. ASMIS-2 will help plan the trip and will also present any identified hazards. These hazards are coupled with scenarios from previous investigations or similar trips in an effort to inform the driver of the risks present. This tool will offer suggestions to decrease the level of risk assessed for the trip. ASMIS-2 is available at https://crc.army.mil.

11. An annual review will be conducted of all accidents, incidents, and mishaps as well as LODs and OWCP injuries. Identified trends will be reported through channels and countermeasures will be implemented
